The situation of stray animal in HK

1. Although Hong Kong has relatively complete animal management laws, stray animals, especially cats and dogs, still face serious threats, including injuries and abandonment.

2. Stray animals are widely distributed and difficult to be recorded, which further increases the possibility of them being threatened.

3. The total data of stray animals shows a continuous upward trend, which may be due to the impact of the COVID-19 pandemic, resulting in a large number of abandoned cases.

CAP169 Prevention of Cruelty to Animals  Ordinance

Clearly define acts of animal abuse (such as torture, abandonment, and excessive labor) and establish criminal penalties, with the maximum penalty being imprisonment for 3 years and a fine of HK$200,000. Requiring pet owners to provide reasonable living conditions。

CAP139 Public Health (Animals and Birds) Ordinance

Establish an animal public health management system, authorize the government to enforce the culling of infected animals to prevent the spread of zoonotic diseases. Focus on preventing and controlling major infectious diseases such as avian influenza.

CAP421 Rabies Ordinance

Eliminate rabies by enforcing dog registration and vaccination systems, establish import animal quarantine procedures, and authorize the destruction of animals carrying pathogens.

CAP168 Animals (Contro/ ofStray Animals)Ordinance

Standardize the capture and sheltering procedures for stray animals by the government and authorized institutions. Set a 7-day claiming period. After the period expires, the animals can be adopted or humanely disposed of.

Empowering TNR Initiatives 

Hong Kong implements a  strategy for stray animals through Trap-Neuter-Return (TNR) , primarily targeting stray cats and dogs. This policy aims to reduce the number of homeless animals while improving their welfare and minimizing public health risks.

  • Trap: Stray animals are humanely captured using baited cages.

  • Neuter: Captured animals are sterilized by licensed veterinarians, vaccinated against rabies and diseases, and often ear-tipped 

  • Return: Healthy animals are returned to their original habitats after recovery
